Nope. All that you're doing is changing the quality of the preview. It doesn't apply that setting to the actual render. The options in the ';Render as...'; dialogue box over-ride everything else.
Generally, having the preview quality set as ';preview - auto'; will allow for the smoothest editing playback. You can turn it down to ';draft';, but it's not terribly good. Having the preview quality set with ';auto'; will allow Vegas to change resolution during the preview if it can't keep up. Don't forget that certain sections where you apply complex effects can be temporarily rendered by using ';selective pre-rendering'; or ';dynamic ram preview'; (look up those terms in the help file for more details if you need to).
